Data, Public Policy, & Maternal Mortality in Louisiana | Addressing Maternal Health & Mortality Series: Session 6

Join LPCA for the final installment of our maternal mortality series, “Data, Public Policy, & Maternal Mortality in Louisiana.” 

This learning session explores the critical relationship between data, public health policy, and maternal mortality in Louisiana. Louisiana continues to face one of the highest maternal mortality rates in the United States, with significant disparities impacting women of color and women living in rural or medically underserved communities. Understanding how data informs policy decisions is essential for healthcare leaders, clinicians, and community partners working to improve maternal health outcomes.

During this session, participants will examine how maternal mortality data is collected, analyzed, and used to guide state and federal legislative action. The discussion will highlight key policy initiatives in Louisiana aimed at addressing maternal mortality, including efforts to expand access to prenatal and postpartum care, strengthen maternal health reporting systems, and increase funding for community-based supports such as doulas, behavioral health services, and care coordination.

Raegan A. Carter is the Director of Health Policy and Governmental Affairs at the Louisiana Primary Care Association. Raegan is a graduate of Southern University in Baton Rouge where she obtained a Bachelor of Science degree in Social Work. She is also a graduate of Tulane University where she obtained both a Master of Social Work degree and a Master of Public Health degree.

Raegan provides leadership to the LPCA public health policy and legislative strategies, education and advocacy initiatives on the federal, state and local levels. Raegan develops, fosters and maintains strategic partnerships and collaborations, guides the implementation of the organizational and program strategies and manages the Marketing and Communication plan and team as well as the Louisiana State Opioid Response grant and team.

Raegan has extensive knowledge and experience working with public policy, legislative and advocacy related to public health and in particular; health care access, adolescent and women’s health and smokefree and tobacco prevention and substance use and opioid education, treatment and recovery. Raegan has been interviewed by national, state and local media, including television, radio and print to discuss and share her expertise on numerous public health and policy issues.

Raegan is an adjunct professor at Southern University-Baton Rouge, Nelson Mandela College of Government and Social Sciences, School of Social Work and enjoys teaching and training. Raegan has over twenty years of experience implementing and conducting professional development and trainings in public health and public health policy.

Raegan is on the Board of Directors of several non-profit organizations and was appointed by former Governor John Bel Edwards to service on the Women’s Policy and Research Commission.
